The Township of Toms River is the county seat of Ocean County, New Jersey. On November 7, 2006, voters approved a change of the official name of the Township of Dover to the Township of Toms River. Toms River has a population of 94,660, with an average of 2,000 new residents per year, making it one of the fastest growing cities in New Jersey. In 2006, Toms River was named the 14th safest city (out of 369) in the United States by Morgan Quitno, an independent research and publishing company.
