The Township of Toms River is the county seat of Ocean County, New Jersey. On November 7, 2006, voters approved a change of the official name of the Township of Dover to the Township of Toms River. Toms River has a population of 94,660, with an average of 2,000 new residents per year, making it one of the fastest growing cities in New Jersey. In 2006, Toms River was named the 14th safest city (out of 369) in the United States by Morgan Quitno, an independent research and publishing company.

Toms River is home to many beaches located along the Jersey Shore, including Ortley Beach, Normandy Beach, Ocean Beach, Chadwick Beach and Silver Beach. Joey Harrison’s Surf Club, in Ortley Beach, is a popular nightlife destination for residents and visitors of Toms River.

Downtown Toms River is the site of many festivals, including Sail Fest, Toms River Fest, Wooden and Classic Boat Fest, NJ State Ice Cream Fest and Italian Food Fest. Toms River is also home of the New Jersey State Chili and Salsa Cook-Off, as well as the second largest Halloween parade in the world.
